Kansas Census Adjustment Update from the
Secretary of States Office Brenda

Re: Census Adjustment Issues

Over the past three weeks, the Secretary of States office
has met with various groups containing many of the individuals
responsible for conducting the 2000 census adjustment project
at their institutions. Out of these meetings, we have become
aware of four key issues that require general clarification.
With the objective of a "most complete and accurate adjustment"
as our guide, the Secretary has settled upon the following resolutions.
Issue One: (This one has been eliminated, I think. It violates
FERPA.)
Issue Two: Questionnaire Formats
The Secretary of State will provide questionnaires on both card
and paper stock. Card stock is more suitable for hand distribution,
while paper stock may be more suitable for mailings. Please request
the number and type of questionnaires that better suit your distribution
plans.
The Secretary of State will allow the official student questionnaire
to be scanned and made available to students for download from
colleges' or universities' web pages. A completed hard copy of
this questionnaire would then be returned to the school and forwarded
to the Secretary of State's office.
The Secretary of State will permit electronic filing of questionnaires,
provided that institutions first satisfy standards prescribed
by the Secretary of State. We are now in the process of compiling
this list of criteria. If you anticipate your institution using
an electronic filing format please contact me to request a list
as soon as one becomes available.
Issue Three: Junior / Senior Degree Completion Programs
By definition, those individuals participating in degree completion
programs are "degree seeking." As such, these individuals
meet the definition of student as defined in
KSA 11-302(d) and therefore should be included in the 2000 census
adjustment. Although you may feel most students in this situation
will not be adjusted, it is imperative they receive the opportunity
to make that determination for themselves. Remember, no one else
may decide for them.
Issue Four: Off-site Locations / Branch Campuses
Provided students meet the definition of student as defined in
KSA 11-302(d), colleges and universities with branch campuses
or off-site locations should include all students attending these
remote sites in the 2000 census adjustment.
Please incorporate these decisions into your adjustment plans.
